Workers are listed on the Labor Bill in the Job Steward's own order, except
for the tiers below, which are lifted to the top. Tier 1 comes first, then
tier 2, then everyone else. Within a tier, rules are applied in Order, and
workers matching the same rule keep the Steward's order.
Position patterns accept * as a wildcard and are case-insensitive.
The characters ?, [ and ] are also
wildcards — avoid them unless intended.
